On April 4, 2023 an application was filed with City Council to amend the current DORA.  The proposed amendments to the DORA include;

  • Expansion: Adding .45 acre to existing DORA to include American Legion Parking Lot
  • While amending the DORA the following changes were made:
    • Updated list of permit holders within the DORA. HiScores & VFW were removed and The HoneyBee Winery was added.
    • Updated rules about DORA cups.
      • Restrictions on the number of cups purchased at one time was removed.
      • Stipulation that drinks must be served in new, unused cups was removed. The Rule now states; “Drinks must be served in an official DORA cup.” Reuse of cups is at the discretion of the establishment and in accordance with Seneca County Health Department guidelines.

Changes to cup rules will help reduce trash and impact on the environment. It will also allow for future use of non disposable plastic cups if desired.

Now that a proposed Amended DORA application has been filed with Council the legislative process will follow the same path as creating the original DORA.   Within 45 days of this submission, a public notice of application should be issued once a week for two consecutive weeks in a local newspaper. Within 30-60 days of public notice, City Council can pass an ordinance approving the Amended DORA and submit to the Division of Liquor Control. Once approved, Fostoria can move forward with the amended DORA. During the legislative process the existing DORA continues to operate in its current status.
