Is the DORA active all the time or only during specific hours?
The DORA hours are set as from 4-11 p.m. Thursday,  11 a.m. -11 p.m. Friday- Saturday. 

What areas are included in Fostoria DORA, and can it be expanded or restricted in the future?
The areas shown on the downtown Fostoria DORA map are approved by the State of Ohio. Working closely with City staff, City Council also approved the permitted area. To expand beyond the map boundaries, the City would have to file a new application with the state.

How will I know the DORA boundaries?
The DORA boundaries will be clearly marked on the public pathways with ground decals and/or street signs. You can also review the DORA boundaries using the map.

Can I take a drink from one restaurant into another or into a shop?
You cannot take a drink from one establishment into another that serves alcohol. If an individual store allows it, you can take an alcoholic beverage inside. Each store can make their own determination. All alcohol must be in the DORA cup and have been purchased at a DORA permit holder establishment. 

Would there be extra security and trash patrol during the DORA?
The State of Ohio requires all DORAs have a safety and sanitization plan. The City’s Safety Services and Street Department staff will assist with safety and sanitation within the DORA.  

 

 

Can I bring my own alcohol to drink in the DORA?
No. Cans, bottles or alcoholic beverages purchased from non-DORA establishments are not permitted to be brought into the DORA area.

Are the DORA cups recyclable, compostable or reusable?
Research was conducted on recyclable, compostable and reusable cup options when planning to implement the DORA.

The designated DORA cups are not recyclable.  The City of Fostoria does not currently have a recycling program to accommodate recycling the cups.  In addition, recycling the DORA cups would require additional, separate receptacles for the disposal of the cups so they may be sent to a recycling facility.  

Staff reviewed the option for a compostable cup and have heard that other municipalities with DORAs are looking into this option. It would be difficult to implement compostable cups as Fostoria does not currently have a composting program in which would require new trash cans, pick-up processes and processor.

Reusable cups are problematic for a variety of reasons. Particularly since people are not allowed to take drinks from one establishment to another, retailers would need to ensure that all cups were empty before coming in. Cups would also need to be sanitized prior to refilling which poses issues for bar/restaurant staff and facilities.

How do I utilize the DORA when hosting  an event inside the DORA?

To utilize the DORA for an event inside the DORA you must still apply for a temporary permit from the Department of Liquor Control.  Contact the Chamber for details and DORA cups.
